If they can learn from history, they will realize that they need to allow CCW. Had anyone been armed, that toll would have likely been far less.
But, they are Europeans, subjects in mentality, not citizens.
Those two Norwegians attacked by a Polar Bear last year were not allowed to have large caliber handguns. When a bear is dragging you out of your tent, a .454 revolver, or at least a .44 mag with Buffalo Bore +P+ loads, would have made a difference.
Alas, the Europeans will probably restrict guns, despite history.
I read elsewhere that firearms are not that hard to get in Norway. However, one might not want 700 teenagers on an island running around armed.
