The rise and fall of civilizations follow a pattern wherein out of chaos people organize themselves, develop strong morals and discipline, become strong, then wealthy, then comfortable, then take for granted their success, become lazy and immoral, then poor, then weak and finally sink into chaos whether by economic failure or internal strife.
For some the process is quick while for others like England it takes a bit longer.
