This was not just some dumb bureaucratic SNAFU. It was a fore-planned, full scale operation ($80 million and counting) that involved many higher-ups in several agencies.
Further, we know that the Justice Deptartment one of those agencies, so it's absurd to think that this was going down without approval from the Whitehouse.

Hey if a POTUS can get away with sex in the Oval Office with an intern....Lying to a GJ about it...And probable rape, probable sexual assault, etc. etc....Then this is small potatoes.
