What's the difference between a "formal" and "non-formal" setting?

Considering this is from the UN, does one involve having a weapon pointed at you while the other does not?

I assume “informal” means at UN employees’ houses to show ‘em the proper methods of sodomy, prostitution and so on. Like a field trip, or workshop.
