Congress needs no such rule to do their job. And every single one who fails to do their job should have the common courtesy to resign their positions to open the seat for people who will treat the public’s money as being the precious hard earned dollars that they are.

Unfortunately for you, there's something called reality. Congress most definitely needs such a rule to do their job. Considering the fact that there isn't one is what has us in this problem in the first place.

Also, if you want people to understand you, please stop using such archaic terms as 'common courtesy'. Especially relating to the government.

Reality is the place where people live and spend at least conceivably within their budgets. They do not year after year spend 33% more than their income and then decide, at about the third year, that gosh, there should be a law telling them that this is a stupid idea and don't do it.

There are valid reasons for the government to borrow money, and this has been the case for the entire existence of the United States. Only in the 1830's did we reach our low watermark of around 35,000 dollars in debt. We have expenses that it makes sense to pay over time, and we do that. A balanced budget amendment would not trump this prerogative of congress to authorize borrowing for the national need, only make it open season to create new and complicated taxes to further destroy our economy.

Reality does not change when a toddler throws a crying fit in the store. His want and desire is that candy or treat. Making a rule saying that toddlers can't buy candy bars won't fix that problem.

I seem to remember a democrat congressman saying on FOX, that if someone didn’t tie their hands, they would keep stealing.

So much for Curtesy.
