If it had a rule, it would not follow it. It fails to abide by the constitution on an everyday basis.

Sec. 1103. Budget ceiling

Congress reaffirms its commitment that budget outlays of the United States Government for a fiscal year may be not more than the receipts of the Government for that year.

The only laws that Congress follows are the laws of physics. At some point, the financial house of cards that Congress has created will come crashing down.

And isn't Congress required by law to enact a budget annually? Last time I checked the nation's been without one for over 800 days.
