That's good...especially when you have a majority GOP congress which is not going to vote for tax hikes.
Without a trigger, the committee likely would just jabber and never come up with anything.
Sounds like they’re passing a law that requires them to do something if they don’t do something else. And this makes sense to politicians.

Won’t necessarily happen, because this Congress cannot bind a future Congress in that way.
