I understand your desire to assert the 10th Amendment but it would be an additional expense for all states, especially those who do not have a state income tax.

I disagree to an extent. States already have departments for collecting revenue AND we have a federal dept for the same thing. The system could be set where each state kicked in a certain amount allocated an agreed formula. Each state could then collect it in any way they see fit (income tax, sales tax, fuel tax, etc.) Each state could collect the money as it best fit their state's economy (Florida from tourism, NY from financial transactions.) The tax competition between the states would keep any from becoming too unreasonable.
