Why not just raise Hollywood tax rate to 95%? How fast would they leave the town? A lot of film shoots have already "left town" to avoid dealing with unions -- Vancouver is one of the big beneficiaries here.

California is nowhere near that, and yet look at how fast companies move their production facilities to Canada.
