Yes, I remember that. Given the context, he was talking about little more than well-funded soup kitchens, not an armed SS-type military. One of the stupider persistent memes.
That’s not to say he doesn’t want his own loyal army, just that the popular badly-rendered off-script impromptu quote doesn’t justify it.
