How does giving a disease civil rights “prevent” its spread?

Same question, civil rights were suspended to deal with some of the more extreme diseases that spread through America, like the initial Influenza outbreak, TB, Polio, etc. People were often placed in a state of isolation, or public services shut down, to control the spread of the disease.
