People rationalize fraud with no conscience, the government subsidizes the behavior.

My father said he saw this when welfare became more popular in the 60’s. People who formerly conducted criminal enterprises on a part time basis - because it couldn't pay all the bills - were suddenly able to become full time criminals because WELFARE paid the bills.
