Concur, if this happened in a “shall issue” state, things would be a little different.
Iowa has “Shall Issue” CCW now. I just got my permit last week. Believe it or not, one of the places specifically spelled out in the law that you can't carry is the Iowa State Fairgrounds in Des Moines.
