I now live at the Armed Forces Retirement Home in Gulfport (MS). They forbid attachments to the building. BUT, there are devices made to accommodate me and my brethren. Congress did indeed guarantee the right to have a dish and the local Cable One service stinks.

The "sled mount" (otherwise know as a "Non-penetrating patio mount") is on my balcony and can be removed for a hurricane (a la Katrina). Ultimately, we hope to have a central system to serve all residents who want to subscribe. Cable One is fighting us hard!!!
