Not necessarily. They have (or at least, had) the capability to launch without a go-ahead from the CinC. This was to cover the possibility of the nation's leadership and communications being destroyed in a first strike.

My understanding is that they have a great deal of latitude and discretionary authority, for exactly such circumstances as a break in the chain if command. I am certainly no expert though and could be wrong.

If you’re right, imagine the damage that could be done if we had a nuclear-armed sub with a Muslim captain and Muslim second-in command.
