I have little trouble believing that Islamic militants are calling on Muslims to use this opportunity to further their own agenda, which is essentially what the article says. The degree to which that is happening is not apparent - which I think may be your point.

But that wasn't a slogan by the the Arab protestors! LOL! They never heard of Mr Duggan.
I see the distinction you are making - between calling for action, and steps being taken on the ground. I would say that the Islamics are not involved in either. At least, so far. I wonder what will happen next. It is a bad situation. Some people talk of race war between "Asians" (Indian) and Blacks in Birmingham.
