Um, Perry signed included an opt-out for parents in his EO. Apparently, you can’t tell the difference between giving the shot with parental consent as opposed to doing so without it.

Rick Perry, Is that you? The legislature passed a bill that overrode the proposed executive order, and Rick Perry signed it. Even the executive order would have allowed parents to opt their daughters out of the vaccinations.

This has nothing to do with Perry. Perry's order ALWAYS involved parents allowed them to opt-out of the vaccine for their teens.
This bill side-steps parents entirely by obtaining consent directly from 12 yo kids with no notice, to authorization, no parental protection at all.
