Create an excise tax on multi-millionaires and billionaires. TAX THE NET WORTH of anyone worth more than twenty million dollars. Start at 5%, then move up to 50% of billionaires. Buffet does make a point that he should not less taxes than his secretary. Buffet probably only pays the 15% capital gains taxes, while his secretary probably pays 15 to 25% of her income in income taxes and an additional effective 15% tax on top of that due to Social Security taxes.

What we need is a flat tax.
