1. ATF’s current troubles arose because of an informant claiming misconduct.
2. They promoted their biggest criminal to investigate employee MISCONDUCT.
3. The aim is to tell future prospective informants, “Hey, if you wanna rat ATF out, you’re going to have to report to THIS BLACK-HEARTED, CRIMINAL FROM HELL..!”
The aims of this promotion:
1. Give McMahon more money than he could make by being honest about the scandal
2. Shut down future leaks
