This sort of thing is inevitable in "nation building wars".

We need to return to the pre-1950 concept of what the military is for:

1. Find the enemy.
2. Kill them.
3. Go home.

The problem with war right now is there is no profit in it. After WW2 the world basically got together and decided to never let a nation profit from making war again. Their thinking was basically that if you took the profit out of war... you could end war. But the problem is... there are bad guys out there and sometimes war is necessary to stop them, but because countries are not allowed to profit from war anymore (by taking land and or treasure) every time a just country tries to stand up to the bad guys... they go broke.

I think it's ironic that police can confiscate the ill gotten gains of drug dealers, but we as a country can't confiscate the ill gotten gains of evil nations. Put the profit back into war, and things will straighten themselves out pronto.
