I doubt the vast majority of Rep Waters constituents even know what the tea party is or what it stands for, or have even heard of it, for that matter. Ignorance rules the day in every CBC district.
Oh I bet you at least 75% of the voters in that district have heard of the Tea Party movement and have an opinion of it. If you asked them to describe it, they’d tell you that it’s a bunch of rich white people who hate the president and don’t care about poor people. This is what Maxine tells them. That’s what they know.
