Phone lines are probably not down, just over loaded. The key to calling out on a landline is to lift the receiver and wait for dialtone. May take 20 seconds. If you hang up you will lose your place in line. No joke. Landlines work mostly on a first come first serve bases. You will probably get a fast busy or nothing if you try to call the east coast. But calls to the west coast or anywhere out of the east coast will go through. We here in California have an out of the area contact for our families to call to keep in touch during a major quake.
