In most areas of the country, the horse has left the barn. We can argue ad infinitum about why, but a head-on attack on illegal immigration is viewed by many Hispanics as an attack on Hispanics. A Lou Barletta-style crusade in Texas would have resulted in an electoral massacre favoring Texas Democrats. This is why Perry (and the Texas GOP) treads lightly on the issue. (Some of it is also historical animosity over the way Anglos crapped all over the Tejanos re property rights after they had helped eject the Mexican army from Texas soil. As with many such historical animosities, this ought to be water under the bridge, but it is a wound that continues to fester, and is something that can affect elections, given the wrong GOP candidate).
