If it's as bad as the worst predictions (or near it), you don't want to wait until landfall to evacuate.

They're already moving the nursing home patients in Brooklyn (takes time to move them all) and there is mandatory evacuation for all residents of the Rockaways. And they need to start soon because all mass transit in the city will shut down at noon tomorrow.
