I don’t think you can buy cancer sticks online anymore can you? The Post Office won’t ship them and FedEx/UPS won’t either.

Is online still an option?

I heard 9 cartons of 100’s fit into a large flat rate box... When has the post office ever ask the content? They just ask if it is breakable and/or hazardous...

Yes you can buy them from the indian reservations who have won a court fight. The judge ruled that the reservations can use 3rd party private shippers. Never the less some states will trace sales and bill customers for the unpaid taxes.
