ok, that is NOT his job... that is what the COPS are for

he was neither trained to deal with nor was he armed to deal with clandestine growers

Actually it was his job. He was private security for the timber company that owned the land.

Actually, it WAS his job. According to the article, “Melo, a forest land manager, was killed Saturday while he and a co-worker were patrolling forestland on foot in a rugged area of timber land just outside town.”

In these small towns, mayor is not a fulltime job.
