Also his office said this is new and they have nothing to say right now and when I questioned as to why on this earth would we have NBC do this debate she said she will pass this on to him.

the woman answered in a really quiet way, she then carried on for about 20 secs in her conversation to the woman next to her, she then said who do I want and I had to repeat it 5 times to her.
On top of all that she sounded like she was high or drunk.
BTW the conversation was about her shopping this past weekend.

Although I don't believe his political grandstanding at this point qualifies as an "extraordinary occasion". He can simply "...recommend to their Consideration such Measures as he shall judge necessary and expedient."
