Those words, coined by James Carville as he was managing Bill Clinton's campaign for the presidency in 1992, encapsulate a basic axiom of practical politics, to wit: When the economy is hurting, it preoccupies voters, and politicians ignore it at their peril.
And that, in a nutshell, is why California's Democratic politicians are suddenly and publicly pledging concrete steps to improve the state's business climate.
California remains mired in its worst recession since the Great Depression, with its 12 percent unemployment the second highest in the nation, with well over 2 million idled workers, and with a drumbeat of complaints from business that it's hostile to job-creating investment.
Last week, Gov. Jerry Brown unveiled a proposal for business tax breaks that he said would restore business confidence. Thursday, the Legislature's two top Democrats stood with business leaders to announce legislation that they said would make regulatory rule-making more relevant and transparent.
Darrell Steinberg, the president pro tem of the state Senate, said it would "send a message to investors and employers that California is serious" and "put an end to the drumbeat that California is not friendly to business."
Not likely.
Republicans denounced it as tokenism and slapped Democrats for killing GOP business climate bills, while business executives saw it as merely a first step.

Jerry Brown and his fellow Marxists do not care about private sector jobs. In fact they hate private sector corpoprations. As long as the gubmint sector union members get their paychecks, the welfare class get their handouts, and the illegal aliens get their freebies everything is cool.

Who cares about transparency in their regulatory process? If the damn processes aren’t changed to unburden business owners, what good does it do? None.

I don’t know why Democrats in California feel any *politcial* imperative to do anything about the economy. With government employees, people getting free goodies from the government, and culturally liberal snobs on their side, the Dems have California locked up.
The Republican Party in the Golden State is brain dead, controlled by a bunch of yuppie politcal consultants on the corporate payroll.
The voters in Detroit and DC kept on electing incompetent and corrupt Democrats even though their cities were rapidly decaying and declining. Californians will do the same.

This is too funny, they are in the process of passing a baby sitter/nanny law that will make it almost impossible for any one to hire a baby sitter. Some of the requirements? You must provide workman comp and a break every two hours where you provide a back up baby sitter. What happens if you don’t? Well they can sue the pants off you and collect lawyers fees so you’re looking at $10-20K right off the top! Ya that will improve the business climate here in CA! We’re doomed here and on the fast track to becoming Detroit with a warmer climate. Sucks to see this happening but what else can you do the parasites are the majority and keep electing these brain dead libs to office.

None. The state is much more Hispanic now and they vote overwhelmingly Democrat. Californians are also much more wedded to the social welfare state, and they won't vote for anyone who threatens to curtail it. Cali's unemployment rate could reach 25% and it would still vote Democratic.
The next Republican president is going to have to assume that states like California and Illinois will be a hopeless drag on the economy. The best we can do is prevent any more state aid or bailouts from going to those broken blue states. Business and productive people will migrate out and boost other states anyway.
