The agency has two whistleblower programs... the reward can go as high as 30%.

Sounds like stuff the Soviets used to do.
Anyone who turns in someone for the reward is a fool. The IRS almost always stiffs the informant. They also tend the audit the returns of the informant.
One should only inform because it bothers them that someone is cheating on their taxes and getting away with it. It should only be done because you are trying to right a wrong. If you end up with a reward, that would just be gravy. But you are striking a deal with an unethical devil who most likely will screw you.
Snitching on your neighbor isn’t a new idea. They did this in Hitler’s Germany and Stalin’s Soviet Union too. The DemocRATS STILL can’t come up with an original idea. Damn those people are lazy.

At the end of the tax year, the IRS office sent an inspector to audit the books of a local hospital. While the IRS agent was checking the books, he turned to the CFO of the hospital and said:
"I notice you buy a lot of bandages. What do you do with the end of the roll when there's too little left to be of any use?"
"Good question," noted the CFO. "We save them up and send them back to the bandage company and every once in a while, they send us a free roll."
"Oh," replied the auditor, somewhat disappointed that his unusual question had a practical answer. But on he went, in his obnoxious way."What about all these plaster purchases? What do you do with what's left over after setting a cast on a patient?"
"Ah, yes," replied the CFO, realizing that the inspector was trying to trap him with an unanswerable question. "We save it and send it back to the manufacturer and every so often they will send us a free bag of plaster.""I see," replied the auditor, thinking hard about how he could fluster the know-it-all CFO. "Well," he went on, "What do you do with all the remains from the circumcision surgeries?"
"Here, too, we do not waste," answered the CFO. "What we do is save all the little foreskins and send them to the IRS office, and about once a year, they send us a complete prick."
Brilliant move. And scary. And based on a true story.

Be wary of anything like this coming from the government. My brother, who owes about $2,000 back child support and was paying it off $20/mo, and who is a single father with two kids and works on and off construction, finally got a regular job. It pays peanuts but it’s regular.
The child support agency informed him of a new program that he could apply for that might possibly cut his back child support in half, in which case he might have been able to scrape up enough money to pay it off.
He filled out all the papers, sent them in, and what do you think happened next? The whole thing was a ruse to find out where he works so they could garnish his wages, which is exactly what just happened. It’s only $47/mo but a good reminder to all.
“I’m from the government and I’m here to help you.” LOL.
