Of course, people can lie. But they’d be lying. And they’ll have to lie directly in the face of donation personnel. That’s the point. Some will have enough moral fiber left in them to tell the truth or not donate at all. It’s a screen, which is not foolproof, but has some positive effect anyway.
They probably do test the blood, but the test doesn’t always detect the virus if the donor was only recently infected. There was talk a while back of loosening the standards in the US as well. Bad news for anyone who might need a blood transfusion.
