The only real answer is to get tough with violators. Make donating with an HIV+ indicator or any of the other diseases most associated with homosexuals a felony, punishable by mandatory prison time. Second offense; execution.
It's a terrorist attack on the public.

That’s a good idea, but with leftists in charge I think it’ll be harder to do the right thing; IMO some kind of power struggle will have to happen first.
