The question is premised on the notion that GOVERNMENT has to take care of the guy if he has no health insurance. Hospitals WILL treat those without insurance. Many many hospitals will also forego almost all expenses if the person in need has low income in addition to no insurance. Charities could be setup to help those in need. Churches and other organizations can pick up the slack.

Hospitals that accept federal funding have to accept the uninsured. Those that don’t can refuse them and send the ambulance somewhere else.
