Frank and Bob have the legal right to tell their mutual employer that they want XYZ and if they don’t get it, they’re both going to quit. Frank and Bob have the constitutional rights to assemble and freely associate, and they second they decide to approach the boss in a unified fashion, they’ve become a union.
