I don't think that is what it is about. My understanding is this is to apply some funds to improve environmental conditions in urban areas, the thinking being that there is a disproportionate amount of funding going to undisturbed rural areas for conservation. I may not have that exactly right so hope someone will chime in on this.
This is simply a way of adding the EPA to the list of income redistribution agencies (i.e welfare programs), camouflaged as environmental work. It’s a Van Jones type of program. Or an environmental ACORN.
It’s actually dual purpose - not only does it redistribute income, it also results in more harassment of the evil corporations.
