Maybe we could stop skimming 30 or 40% off highway funds and fix the bridges instead of paying for high speed rail and parking apps for phones.

You are correct. The funds for bridge repair have already been collected. The fuel tax at both state and federal levels in the states with bad bridges have been misspent
