Democracy is available only to those societies that are prepared for it.

That is proven over and over when overthrows of authority are replaced by anarchy then tribalism and the ascension of yet another strongman.

Until a society is sufficiently educated and information about alternatives to leadership is widely available, democracy cannot emerge.

I recall the first national elections in Viet Nam. The literacy rate in the hamlets was 14%, yet we published tons of campaign information about the candidates that very few could read.

So we distributed dot decals, a different color for each candidate to fix to the campaign flyers. Now all they had to do was vote for a color... The voters also had to request a ballot with their favorite color, all under the watchful headman's committee...

But they had freedom and democracy....
