Problem is not the Faraday cage as such, but installing as many Faraday cages as needed - and where needed.

What cannot be shielded, should have shielding designed and fabricated in... And very little (outside of DOD-contracted essential electronics) is designed against EMP from the beginning. If not designed in, its very, very difficult to add-on shielding. Note also that many DOD “sub-level” electronics (like PC’s and telephones and commercial-provided electronics) think power supplies, backup supplies, AC controllers, etc. are not shielded.

It may not be fatal - the last “real” EMP “test” was in the mid-50’s by bomb blasts high over the middle of the Pacific - but we really don’t know what will be affected and how much those effects will harm what items.
