That presumes that we knew who launched it. It could be done from a sea launch platform by deniable assets. Do you think our current President would launch retaliation on a hunch?

I suggest all who are interested to download the 208 page 7 mb report. It has some fascinating information in it. They tested quite a few items. All cars that they tested, that were turned off during the EMP, started afterward. About 90% of those who were running when the EMP hit, once they were powered down, started up again.
We also have many vulnerabilities.
I visited the facility where the testing was done. I have a colleague that collects data there.

Newt wrote the forward to a book that deals with an EMP attack.
We should give props to Ben Franklin who first observed the isolating effect in 1775. EMP is no threat, just gets everyone’s juices going.
BTW, the Faraday Cage is easily seen in any coax, its the woven wire around the conductor.

I am interested in your analysis that EMP is not a threat. In the Commission Report, they talk about naturally occuring EMP from solar flares as well as weapon attacks. They seem to put forward legitimate concerns.
In the old days when it took 50 missiles to destroy the United States we would know where they were launched from...
An EMP device could be shot off from a freighter off shore ... might never know who was behind it. A guess maybe - North Korea, Iran, China some terrorists group, etc... still a guess.
There are now purely electronic Faraday Cages for moving objects. EMP was first noticed during atomic testing in the 40s.
The trick is allowing wanted electromagnetic waves into the Cage.
