Armed citizens, upset by a government disarmament edict, confronted the Ruidoso, New Mexico city council Tuesday night in defiance of an executive order from the mayor banning guns on city property, KRQE reports. Yet despite what anchor Dick Knipfing describes as powerful emotions, dozens of armed citizens conducted themselves peaceably, controlling themselves and their anger against what activist and New Mexico Militia leader Bob Wright called the act of a tyrant.
Larry Pratt of Gun Owners of America, who made a special point of flying in and appearing armed, offered a cogent rebuttal to Ruidoso Mayor Ray Alborns loopy contention that ordering the people he works for disarmed would leave meetings unprotected:
Almost all of the mass murders in our country have occurred in areas just like you're fixing to set up, in gun free zones.
Mayor Alborn, who naturally included an Only Ones exemption in his diktat contends:
My responsibility is health, safety and welfare of our employees so if we're not going to be able to do these kinds of things Im not sure I want to be sitting in this seat.
Actually, thats not correct. The mayors lawful responsibility, that is, his statutory powers and duties per Rudioso Municipal Code, shall be in accordance with NMSA 1978, § 3-11-1 et seq.
And the one thing Sec. 2-33 of the code (and Article VI of the United States Constitution) requires him to do, hes subverting:
Each newly elected official shall, within ten days after his certification of election by the clerk, as provided by law, take an oath of affirmation to support the Constitution of the United States and the constitution and laws of the state, and to faithfully perform the duties of his office.
The one acting lawlessly here, unsurprisingly, is the government official

"Ray Alborn is a former American football coach. He served as head coach at Rice University and Lamar University. and later became defensive line coach for the USFL's Houston Gamblers. On March 2, 2010, Alborn was elected mayor of Ruidoso, New Mexico."
The Mayor would undoubtedly like to hear from other citizens who oppose his decision and have some suggestions for him.

They don’t give a crap, no controlling legal authority and you don’t have legal standing to challenge it.

Too bad the story wasn’t more about the citizens in the room and what they had to say than the two reporters who hogged up the whole story. It wasn’t about THEM. We wanted to hear with the citizens had to say. Happens all the time...the reporters show us about 10 seconds of a story and then TELL us what was said. At any rate, we support the citizens ... we think the Mayor has OVERSTEPPED his authority and SHOULD step down.
Apparently the voters in Ruidoso didn’t know any more about their chosen mayoral candidate than US voters knew or chose to ignore about their choice for a Presidential candidate.
He might as well been one of the nags at Ruidoso Downs.
Okay, so how did it end???? Who won the day?
The public ignored the Mayor’s illegal order. No one was arrested, so I would say the people won the day. The next action would be to vote the mayor out.
Citizens exercise their rights BUMP!
No, their next action should have involved tar & feathers.
Followed by the vote removing him from office, along with presentation of his parting gift.
Then lastly a rail ride out of town.
Throughout the last month, it has been pointed out to the major that "all public property" could include all city streets, sidewalks, parks, etc. The mayor said it was only his intention to ban firearms in buildings and not all village property and more specifically, for the safety of the 11 village officials and employees who attend village council meetings. Notwithstanding his "intentions," and the lack of amendment or withdrawal of the order, it appears that the mayor is getting questionable legal advice AND continues to ignore the New Mexico Constitution, Article II, Section 6, which states the following:
No municipality or county shall regulate, in any way, an incident of the right to keep and bear arms. (As amended November 2, 1971 and November 2, 1986.) [emphasis added]
Some of the promised lawsuits have now been filed and are going to cost the municipality megabucks. Stay tuned.

Unfortunately a lot of people come into this small tourist town from elsewhere and think they know better. Lots and lots of bad decisions thru the years.
