You are calculating risk of Women by dividing the cancer cases per year, by the total population of women, including infants.
The total health risk then using that number, is the cases per year, divided by the total female population, times the average life span.
If you don’t want to include the years before normal onset of cancer first appears, don’t include that age group when you divide the deaths by population.
