“Agency cites concerns about U.S. government support of the banks.”According to "Reckless Endangerment", the ratings agencies used that "We'll downgrade" if the government tightened its controls (regulators) and/or pulled its backing from pre-2006 Fannie and Freddie. The politicians folded.
