Possibly, or at least part of its government may be.

The United States government believes it has evidence linking the Haqqani network, a terrorist organization which has repeatedly carried out attacks against US government personnel and positions, with the government of Pakistan. As ABC News (Australia) reports:

"The United States says there is evidence linking the Pakistani government to the militant group that carried out last week’s attack on the US embassy in Kabul.

The US ambassador to Pakistan, Cameron Munter, claims there are links between the Pakistani government and high-profile terrorist group the Haqqani network.

In blunt comments broadcast by state-run Radio Pakistan, Mr Munter said: “Let me tell you that the attack that took place in Kabul a few days ago that was the work of the Haqqani network,” he said, referring to a deadly miltant attack in on Tuesday.

“There is evidence linking the Haqqani network to the Pakistan government. This is something that must stop.”

Time to send a wakeup call to Islamabad. Might I suggest a cruise missile lobbed through the window of ISI HQ?

‘Barky’, I like it. Last night I came up with ‘Oblahblah’.
I’m all for obliterating the ME and taking their oil, I’ve been thinking how come we haven’t since 9-11-01.

“Britain — at the time, the greatest power in the world — stepped up the enforcement of its neutrality legislation,”

If I recall the events correctly, a Union warship pursued a Confederate ship into a British home port and sank the ship and shelled the port for good measure. After THAT, the British stepped up enforcement and yadda, yadda. The difference between then and now is the President was prepared to have the military take appropriate action. There was no “courageous restraint.” War is war, not traipsing through the tulips singing about unicorns.

More on the difference between Lincoln and Barky.
Threat of War Between the Northern Union and Britain

Laird’s shipyard was building clandestinely for the Confederacy two iron hulled rams - armoured, iron twin rotating turreted ships, the most advanced in the world at the time. These ships would have devastated the wooden Northern Union fleet. The spy network relayed the information back to Washington. Abraham Lincoln threatened to declare war on the UK if the ships were delivered to the Confederacy. The UK, being officially neutral, once convinced the ships were for the Confederacy, claimed the ships which were absorbed into the Royal Navy.

The British government would seize ships if convinced ships were destined for the Confederacy. The Northern Union had to provide conclusive proof before seizure. The Alexandra was seized while being fitted out in Liverpool. She eventually was sold to a Confederate sympathising Liverpool merchant who named here Mary. When entering the Bahamas, with guns on board, the Northern Union managed to persuade the British authorities to again seize her.
