Can someone explain the reasoning behind the concealment mandate?

Sure. Open carry proudly declares that a citizen is exercising his Constitutional rights, that the power of the state is limited, and that he retains a measure of independence of the state. Everyone can easily see and understand these things.

Open carry is opposed because it contradicts the "Progressive" meme that exercising your Constitutional right to keep and bear arms is a shameful, neanderthal activity which prevents the state from properly "caring" for you.

Open carry directly challenges the world view of the statists.

Hmm, well said.

On a personal note: It’s interesting how a free man’s mind works, versus that of a coddled and brainwashed drone. I noticed this not long ago when I moved into a rural setting where rattlesnakes are a problem, and bought a little .38 and snakeshot ammo to tuck in my pocket when I’m out and about. It dawned on me some time later than I was breaking the law by stepping off my property with that gun in my pocket.

Here I was, taking responsibility for my own safety like free men do. No one else nearby, a danger only to slithering vermin. But by merely walking down the road to the mailbox, or hiking down to the lake to do a little fishing, I’m breaking the law.

Yup, free men are a threat to the statists. We don’t think like we’re supposed to.
