In may ways that is close to what happened in the Roman Empire starting in the 2nd - 3rd century. Eventually most could not afford land except the politically connected. So they sold to the politically connect in order to still work on it. Its how serfdom evolved into the middle ages. People eventually became inseparably tided to the land that there ancestors once owned or worked.
