Easy. Pick the target, freeze it, and alienate it. The ACLU will charge that one target with a discrimination law suit and destroy his/her career. Homosexuality has been taken off the mentality ill list. They're legally considered "sane."

A funny story from that time:
The investigator had to meet with my wife privately. She asked, “Are you aware of any indiscretions by your husband?” My wife jumped up and yelled, “Do you know something I don’t?!” The poor investigator had to calm her down and let her know that it was just a standard question.
