The man who wrote the Maryland state song thought that Maryland was a Southern state. Roger Taney was from Maryland--he was considered a Southerner. The deal that resulted in the nation's capital being located between Maryland and Virginia presupposed that Maryland was part of the South.
Remember JFK's description of Washington--a city of Southern efficiency and Northern charm.
