Those born in the US to parents that are citizens of another country, are subject to the jurisdiction of that country, not the US.

Thus, illegal alien criminal invading colonists from Mexico that have a child in the US are subject to the jurisdiction of Mexico, therefor their child is also. And a citizen of Mexico, not the US.
