Sorry, but Issa and Grassley can't appoint a special prosecutor. Congress doesn't have that authority.
That's up to the Attorney General's office, with the express approval of the President.
The best strategy for Issa and Grassley is to keep moving the investigation forward, continuing strategic leaks to the media, until a new president and a new AG take office in January, 2013.
Then, they can drop the dime on the whole corrupt venture.
Of course, Obama will probably pardon everybody on his way out the door...
