Not so sure the bill is pointless, but this entire thing is confusing because the full article this thread is based on never mentions the China bill, but only mentions maneuvering by the Republicans to bring Obama’s so-called jobs bill to a vote.

the bill is idiotic for several reasons

one is that "the borrower is a slave to the lender" (our politicians have borrowed us into slavery) , a move like this would only result in the slave getting whipped, .....(which is consistent with the Obama/democrat agenda Phase I, demolition)
