It became a mark of honor to evade the draft. Many went to Canada, where they were allowed to stay. Then Carter gave them all amnesty.
Had Cain been a grunt or, worse, an officer, during VN (or any war/military action), he would be smeared with *baby killer* and held out to be totally responsible for *war crimes*. Just look at how they tried to smear Col. Alan West.
